Financial Management
All features within the Financial Management software
application are integrated creating a smooth flow of
information throughout the entire financial process.
This software allows the Sheriff’s office viewing
of it’s expense reports and gives the County and
District Clerk and Justice of the Peace offices the
ability to view distribution of fees spreadsheets with
the stroke of a key and with the proper security access
codes.
The Financial Management software application is based
on the Standard Financial Management System for Texas
Counties, commonly referred to as the Red Book. It is
a multi-fund, multi-year financial system with advanced
tracking and reporting features. Multi-fund with multiple
fiscal years means that the user can post, operate,
and pull reports from any fiscal year that is in the
system, past, present, or future. With a user defined
numbering scheme, the user can number accounts as they
like within a nine parameter limitation. An electronic
encumbering system assists users in posting purchase
orders. In the General Ledger there is a line item for
the encumbered expenses reminding users of the amount
that is not paid out.
Tracking state grant fiscal years is no longer an issue.
The Financial Management system automatically tracks
the fiscal year the state grant operates on.
Other features of the Financial Management system include:
- Automatic default of offset accounts
- Duplicate invoice checking
- Vendor transaction tracking
- Budget preparation

- Prints Treasurer's quarterly reports
- Automatically distributes interest earned on cash
accounts
Another feature of the Financial Management system
is the Demand or "live" check printing. Users
have the ability to print checks on a needed basis if
necessary. Other reports users can produce include fixed
asset report, receipt report, and bank reconciliation
report. Required State and Federal reporting is an easier
process when using this system. Users have the ability
to file all legislative reporting automatically through
the Financial Management system. Magnetic tape reporting
allows counties with more than 250 W2's to manage year
end reporting electronically. Users have the ability
to print 1099 forms when using this system.
